Special Council - 3:00 PM

That the Special meeting of the Council of the Township of Springwater of May 3, 2023 come to order at 3:01 p.m.

That a report be brought forward regarding the Rainbow Crosswalk Project outlining changes to the costing, original estimates and how they were obtained, timelines and background information relating to the changes being proposed, including correspondence to such items. And That information relating to the construction details (paint, equipment, etc) be included in the report.

That Council hereby supports the Springwater Public Library Drag Storytime event. Councillor Thompson requested a recorded vote. Yes: Coughlin, Garwood, Thompson, and Moore No: Cabral, Alexander, and Fisher

That in accordance with Section 239 of the Municipal Act , 2001, the Corporation of the Township of Springwater does hereby resolve to move into Closed Session at 4:26 p.m. for discussion pertaining to:  A personal matter about an identifiable individual, including municipal or local board employees;  Labour relations or employee negotiations. Topics: Employment Matters - Springwater Public Library (Identifiable Individual) Hiring - Economic Development Assistant (Labour relations or employee negotiations) Rainbow Crosswalk Project - Irregularities (Identifiable Individual and Labour relations and employee negotiations)

That the Council of the Township of Springwater does now rise from Closed Session at 4:54 p.m.

That in accordance with Section 239 of the Municipal Act , 2001, the Corporation of the Township of Springwater does hereby resolve to move into Closed Session at 7:59 p.m. for discussion pertaining to:  A personal matter about an identifiable individual, including municipal or local board employees;  Labour relations or employee negotiations. Topics: Employment Matters - Springwater Public Library (Identifiable Individual) Hiring - Economic Development Assistant (Labour relations or employee negotiations) Rainbow Crosswalk Project - Irregularities (Identifiable Individual and Labour relations and employee negotiations)

That the Council of the Township of Springwater does now rise from Closed Session at 9:21 PM

That staff be directed, in accordance with the closed session motion, relating to the closed session topic "Rainbow Crosswalk Project - Irregularities ".

That an Officer of the Corporation be directed, in accordance with the closed session motion, relating to the closed session topic "Employment Matters - Springwater Public Library"

That By-law 2023-048 to confirm and adopt the proceedings of Council at the Special Meeting held on May 3, 2023 listed herein be signed and sealed by the Mayor and Clerk.

That the Special Meeting of the Township of Springwater does now adjourn at 9:23 p.m. to meet again in a Regular Meeting on May 17, 2023 at 6:30 p.m.
