That the Regular meeting of the Council of the Township of Springwater of June 5, 2024 come to order at 6:31 p.m.

That the Delegation from the Midhurst Community Recreation Association regarding a request for funding for half the cost of a storage container, be received. Amended C335B-2024 Moved by Fisher Seconded by Garwood That the motion now before Council be amended as follows: To add That Council hereby approve the request for funding from the Midhurst Community Recreation Association for $2,000.00 to be funded from the 2024 Council Discretionary Funds for Ward 5.

That the minutes of boards, committees and other organizations listed herein, be received as information: 1) Minutes of the Joint Accessibility Advisory Committee Meeting of May 21, 2024

That the final report from the Office of the Ontario Ombudsman regarding a closed meeting investigation - May 3, 2023 Special Meeting of Council, be received.

That Action Report items 8.2 through to 8.6 be received; and, That the recommendations contained therein be approved, as presented, with the exception of item 8.2, to be dealt with seperately. 8.2 - Road Naming, Classification & Signage, S. E. Campbell, Lane Rear Laneway from Maria Street to Yonge Street North 8.3 - 2024-19-PW- Professional Consulting Services for the Reconstruction of John Street, Elmvale 8.4 - Final Acceptance Request for Phase 1A & 1B of Stonemanor Woods 8.5 - Award of RFP 2024-45-IOS – Half Ton Truck 8.6 - Estates of Anten Mills, Phase 1 Subdivision – Security Reduction

That the report from the Development Engineering Technologist titled 2024-19-PW- Professional Consulting Services for the Reconstruction of John Street, Elmvale, dated June 5, 2024, be received; and, That Tender 2024-19-PW be awarded to Ainley & Associates Limited for $79,945.00 excluding HST ($81,352.03 including HST recoveries); and, That the Mayor and Clerk be authorized to execute the resulting agreement.

That the report from the Development Engineering Technologist regarding the Final Acceptance Request for Phase 1A & 1B of Stonemanor Woods, dated June 5, 2024, be received; and, That a by-law for the Final Acceptance of Phase 1A & 1B within the Stonemanor Woods development be presented to Council for consideration at the June 5, 2024 meeting; and, That pending passage of the by-law, the Director of Public Works be authorized to sign the Final Acceptance Certificate.

That the report from the Senior Engineering Technologist titled Award of RFP 2024-45-IOS – Half Ton Pickup Truck, dated June 5, 2024, be received; and, That RFP 2024-45-IOS be awarded to Jim Wilson Chevrolet Buick GMC Inc for $67,250.00 excluding HST ($68,433.60 including HST recoveries); and, That the additional $3,433.60 including HST recoveries be appropriated from the Public Works Capital Reserve; and, That the Mayor and Clerk be authorized to execute the resulting agreement.

That the report from the Development Engineering Coordinator regarding Estates of Anten Mills Subdivision - Security Release Request, dated June 5, 2024, be received; and, That the reduction in securities for this development be released in the amount of $4,711,637.90; and That the Director of Public Works and/or their designate be authorized to sign the Certificate of Substantial Completion.

That the report from the Director of Public Works & Planner regarding Road Naming, Classification & Signage – S. E. Campbell Lane, dated June 5, 2024, be received; and, That Council accepts the proposed road name ‘S. E. Campbell Lane’ and the appropriate road naming by-law be presented for consideration at the June 19, 2024, Regular Meeting; and, That Council accepts the proposed one-way road configuration for the lane, with no parking permitted on either side; and, That a by-law be presented to for consideration at the June 19, 2024, Regular Meeting to amend Schedule “A” of the Traffic and Parking By-law 2005-018, to include no parking on both sides of ‘S. E. Campbell Lane’ from Maria Street to Yonge Street North; and, That the appropriate signage be installed. That the by-laws listed herein be signed and sealed by the Mayor and Clerk 2024-045 Amend Procedure By-law (Cell Phone Use) 2024-046 Fees and Charges 2024-047 Assumption of Stonemanor Woods - Yorkwood Phase 1A & 1B

That By-law 2024-048 to confirm and adopt the proceedings of Council at the Regular Meeting held on June 5, 2024 listed herein be signed and sealed by the Mayor and Clerk.

That the Regular Meeting of the Township of Springwater does now adjourn at 7:09 p.m. to meet again in a Regular Meeting on June 19, 2024 at 6:30 p.m.
