That the Regular meeting of the Council of the Township of Springwater of October 5, 2022 come to order at 6:30 p.m.

That the Delegation from Jason McKague regarding a request for full year round Township road maintenance to the most southern end of Old Second South, be received. Amended C398B-2022 Moved by Coughlin Seconded by Cabral That the motion now before Council be amended as follows Add And That staff be directed to report back to Council outlining options and costs for maintenance and upgrade to the travelled portion of the southern portion of Old Second South.

That the report from the General Manager, Infrastructure and Operational Services, regarding the Sidewalk Across 2 Belmont Crescent, dated October 5, 2022, be received; and, That Council provide direction with respect to the options outlined within this report: Option 1: That Council provide authority to relocate the sidewalk across 2 Belmont Crescent from private lands to within the Township Road Right of Way; and, That the sidewalk be approximately one metre from the edge of the roadway and that existing trees be preserved; and, That funding of Option 1 in the amount of $36,045 be allocated from the Tax Rate Stabilization Reserve. Or Option 2: That Council authorize staff to finalize the purchase of sale agreement for $40,000 plus $5,000 in applicable taxes, the landowner’s and Township’s legal fees; and, That funding be appropriated from the Land Acquisition Reserve; and, That a by-law authorizing the purchase of land be presented at the October 5, 2022 regular meeting for consideration. Amended C401B-2022 Moved by Hanna Seconded by Coughlin That the motion now before Council be amended as follows: That option 1 be deleted; and That "$40,000" be replaced with "$36,000"

That the report from the General Manager, Infrastructure and Operational Services, regarding the Sidewalk Across 2 Belmont Crescent, dated October 5, 2022, be received; and, That Council provide direction with respect to the options outlined within this report: That Council authorize staff to finalize the purchase of sale agreement for $36,000 plus $5,000 in applicable taxes, the landowner’s and Township’s legal fees; and, That funding be appropriated from the Land Acquisition Reserve; and, That a by-law authorizing the purchase of land be presented at the October 5, 2022 regular meeting for consideration.

That Action Report items 7.2 through to 7.3 be received: 7.2 - Award of Tender 2022-38-PW: Minesing Water Tanks Mixing Systems Supply & Installation 7.3 - Site Plan SP-2022-005 (Western Mechanical) 2145 Flos Road 4 East That the recommendations contained therein be approved, as presented with the exception of item 7.3, to be dealt with separately.

That the report from the Senior Project Engineer, Award of Tender 2022-38-PW: Minesing Water Tanks Mixing Systems Supply & Installation dated October 5, 2022, be received; and, That Tender 2022-38-PW Minesing Water Tanks Mixing Systems Supply & Installation be awarded to Greatario Industrial Storage Systems Ltd. for $92,060.00 excluding HST ($93,680.26 including HST recoveries); and, That the Mayor and Clerk be authorized to execute the resulting agreement.

That the report from the Senior Planner regarding SP-2022-005 (Western Mechanical) dated October 5, 2022, be received; and, That the Mayor and Clerk be authorized to execute the necessary agreements once all technical aspects are addressed to the satisfaction of the Township’s solicitor, Township consulting engineer and staff.

That the motion now before Council be

That the by-laws listed herein be signed and sealed by the Mayor and Clerk 2022-067 Authorize Purchase of Land (Sidewalk 2 Belmont Crescent), as amended.

That By-law 2022-082 to confirm and adopt the proceedings of Council at the Regular Meeting held on October 5, 2022 listed herein be signed and sealed by the Mayor and Clerk.

That the Regular Meeting of the Township of Springwater does now adjourn at 7:52 p.m. to meet again in a Regular Meeting on November 2, 2022 at 6:30 p.m.
